PETS/Absenteeism Window

Public Expenditure Tracking Surveys (PETS) and Absenteeism studies were both developed as ways to measure the amount of resources (including human, financial, or in-kind) lost between the original funding source and the public service user and where in the expenditure chain that leakages occur. In this grant round, TAP sponsored twenty (20) organizations from sub-Saharan Africa and South and East Asia to perform a budget or absenteeism tracking analysis of public expenditures in either the health or education sector. As part of the sponsored projects, successful applicants utilized the results of the analytical study to develop proposals for improving the impact of expenditures based on the analysis and undertake an advocacy program to achieve the desired result.

For this grant round TAP partnered with the World Bank's Human Development Network, which has been a leader in developing and applying tools for measuring the effectiveness and efficiency of service delivery, inicluding PETS.  The Bank contributed on the technical side of this round by helping to design training materials, workshops and courses for the researchers involved in the studies.  The Bank also took an active role in making connections between the CSOs supported by TAP and task teams at the Bank.
