
With the goal of increasing accountability and transparency around funding for essential medicines and developing policy alternatives to improve utilization of funds, the Coalition for Health Promotion and Social Development (HEPS) conducted a study examining health budgeting and allocations against disbursements at the various stages of the medicine supply chain and verified the level to which medicines reached the service delivery point. HEPS’ study uncovered low availability of medicines, rampant stock outs, crumbling infrastructure at lower health facilities, poor coordination along the supply chain, poor record keeping, and inefficient procurement.
