Public Expenditure Analysis and Tracking of Local Budget: Free Basic Education in Indonesia

In 2008 the government of Indonesia instituted a compulsory free basic education program, and has since scaled up funding for the scheme. However, education fees are still high, the enrollment rate is increasing very slowly, and education quality is low. Using a public expenditure analysis (PEA) and public expenditure tracking survey (PETS) PATTIRO investigates why with this program has failed to achieve free basic education.
