Open Window 1: English Program Background Documents and Application Instructions

In this grant round, TAP will support up to ten (10) organizations for 12 months to design and implement a Citizen Report Card project that focuses on improving how money is being spent and how services are being delivered in the health, water, and education sectors at the national, sub-national, and/or local level(s) in their countries. The overall goal of each supported project will be to improve the effectiveness of public spending and service delivery in a health or education sub-sector or program so that government resources are reaching and improving the lives of those who need them most. The grants program is open to any non-government organization from target countries in Sub-Saharan Africa: Burkina Faso, Ghana, Kenya, Mali, Rwanda, Senegal, Tanzania, and Uganda.

All applicants must submit:



  1. A Narrative Proposal, using the template in the Proposal Instructions document (Annex A)

  2. A Budget Proposal, using the template (Annex B)

  3. CVs or resumes for each team member
