
The 2A Consortium of Albania—a partnership between the Albania Center for Economic Research (ACER) and the Albanian Socio-Economic Think Tank (ASET)—set out to demystify the budgeting process that funds Albanian health care. They examined the budgeting system and surveyed government officials, administrative directors, and patients in a nationwide sample of 47 health care facilities (31 primary health care centers, 6 hospitals, and 10 local government units). They found that the lack of transparency hides a highly centralized budgeting process that is unresponsive to local needs.
