
The School Nutrition Programme (SNP) in the Eastern Cape Province of South Africa has been plagued with service delivery problems since its inception in 1996. These problems have ranged from gross mismanagement to corruption, and resulted in the program collapsing in 2006, to be formally re-launched in July 2008. The Public Service Accountability Monitor (PSAM) decided to undertake a small scale Public Expenditure Tracking Survey (PETS) into school feeding within the Grahamstown education district in the Eastern Cape to see if the problems that the program experiences were in any way caused by a leakage of funds.
