Analysis of Trends in Public Spending on Education and Health (2002-2006)

The Integrated Social Development Center (ISODEC) set out to examine local and regional budgeting for health and education in Ghana. Along the way they found that budgeting of local health and education is worryingly intransparent. But with the data they were able to pull together they also found surprising levels of variability in spending, variability which makes it difficult for policymakers to develop coherent, long-term improvements.
