Transparency Rwanda (TR) is non-profit non-governmental organization established in 2004 with a vision of zero tolerance of corruption in Rwandan Society and its mission of contributing to the fight against corruption promotion of good governance through enhancing integrity in the Rwandan society. Since it was created, TR has carried out different activities related to the fight against corruption and the promotion of good governance, including the ALAC project (Advocacy and Legal Advice Centre project) providing free legal advice to any citizen who reports a case of corruption, as well as advocating for systemic change when needed, research, production of a quarterly magazine, awareness raising activities, advocacy and networking. Today Transparency Rwanda is an expanding institution increasingly recognized as a leading anti-corruption actor.

TAP Project

Transparency Rwanda’s TAP project is called “Transparency and accountability in the management of resources allocated to the Nine year basic education program in Rwanda”. Following the introduction in 2009 of the Nine Year Basic Education Program (9YBE), which offers six years of primary and three years of secondary education to all Rwandan children free of charge, the Government of Rwanda has recently made available USD 16.3 million as a capitation grant to the country’s schools for their operations. To ensure the transparent and accountable management of the capitation grant, independent monitoring is essential. TR will therefore use PETS as a diagnostic survey in order to ascertain concrete facts on the location and quantity of bureaucratic capture, leakage of funds and problems in the deployment of in-kind resources such as textbooks. More specifically, TR is seeking to determine how reliable the reports provided by the school managers are, how school managers report the expenditure of the allocated resources, what the likelihood of encountering embezzlement of the allocated grant among the school managers is, how transparent the flow of resources is within the institutional hierarchy, and finally what the mechanisms to prevent the misuse of the grant are in place. The project will be completed with a series of advocacy activities aimed at increasing transparency and accountability in the management of resources allocated to the 9YBE program in Rwanda.
