The Accra based Integrated Social Development Centre (ISODEC) is a registered non-profit Ghanaian Non-Governmental Organization (NGO) founded in 1987 with a mission to promote social justice and fundamental human rights, especially of the poor and those without organized voice and influence. ISODEC is focused on building a strong global civil society, nurturing accountable government and good governance, and promoting accountability of international organizations. Funded in the first TAP grant round, ISODEC examined local, regional, and national budgeting in health and education in Ghana. Along with finding both horizontal and vertical failure of communication between departments and agencies, they found massive flaws in developmental planning. Because investments in health and education were entirely donor funded, and therefore highly variable, it was almost impossible to developing any long-term development planning, and when any long-term planning was done, planned expenditures consistently and significantly exceeded actual funding from central government.
