Kenya’s Secondary Education Bursary Scheme is a scholarship program designed to help economically vulnerable groups cope with the rising cost of secondary education. In evaluating the scheme, the Institute for Policy Analysis and Research (IPAR) surveyed 48 school principals, representing all eight constituencies (districts) in Nairobi: Makadara, Embakasi, Kamukunji, Starehe, Westlands, Lang’ata, Dagoretti and Kasarani. It also surveyed the eight CBFCs, and held focus-group discussions with student beneficiaries in 32 of the 48 schools. IPAR concluded that the scheme does not help all those who need help, and even beneficiaries do not receive enough help to cover their school fees. Researchers also found that funding often arrives late, and there are often substantial discrepancies in amounts allocated and amounts received—discrepancies that may illustrate either poor record-keeping or leakage.
