The core of the Transparency and Accountability Program is a small (10 month) competitive grants program open to civil society organizations based in low- or middle-income countries. The Grants Program supports organizations that seek to increase their capacity to conduct both high-quality research on public resource utilization and high-impact evidence-based advocacy to improve the efficiency and equity of public spending in health, education, and water services. In pursuit of this goal, TAP incorporates both analytical and dissemination components for each grant round:
- To improve the analytical skills of grantees, TAP centers each grant round on a specific public expenditure topic or methodology (such as Public Expenditure Tracking Surveys, Absenteeism Studies, Benefit Incidence Analysis, and so on). TAP develops topic resources, sponsors peer-learning opportunities for grantees working on similar themes, and helps grantees connect with subject-matter experts on an as-needed basis.
- TAP grantees utilize their findings and policy recommendations from their analytical studies to advocate for better decisions and actions by stakeholders (including national and local government leaders, frontline service providers, NGOs, and others).

Open Window 1: Citizen Report Cards (December 2011 - December 2012)

In this grant round, TAP will support up to ten (10) organizations for 12 months to design and implement a Citizen Report Card project that focuses on improving how money is being spent and how services are being delivered in the health, water, and education sectors at the national, sub-national, and/or local level(s) in their countries. The overall goal of each supported project will be to improve the effectiveness of public spending and service delivery in a health or education sub-sector or program so that government resources are reaching and improving the lives of those who need them most. The grants program is open to any non-government organization from target countries in Sub-Saharan Africa: Burkina Faso, Ghana, Kenya, Mali, Rwanda, Senegal, Tanzania, and Uganda.
This grant window is now closed. TAP will announce selected organizations in the coming weeks. Organizations that did not submit an application or are not selected are welcome to submit an application to our next grant round (the second TAP Open Window grant round, expected late 2012).

Long Term Grantee Window (March 2011 - October 2013)

In this newest phase of our Grants Program, TAP is sponsoring five (5) organizations to design and implement a series of related research and advocacy projects that focus on improving how money is being spent and how services are being delivered in the health and education sectors at the national, sub-national, and/or local level in their countries. The goal of each supported project will be to improve the effectiveness of public spending and service delivery in a health or education sub-sector or program so that government resources are reaching and improving the lives of those who need them most. Throughout the 3-year program, these organizations will receive financial and technical support, including technical resources, training, and peer learning opportunities.
This phase of TAP will also support “Open Window Grantees” to work on a single research and advocacy project for 12 months during the 3-year program. The first request for proposals will be announced around September 2011.
